Status of qa.debian.org

Last week's LWN claimed that there was no word yet on the status of
qa.debian.org.  While there was indeed no formal announcement on
-devel-announce, there were several mails on the -qa mailing list [1].
There was no need for a formal announcement since the QA web site was
restored within hours after the fire had started.  This was mainly due
to the work by Colin Watson, with the help of others, including
Raphael Hertzog, Igor Genibel, James Troup and Peter Palfrader.
