Janurary 2007? That's a long time to wait!

I will say that I'm absolutely pleased with how this first draft is
looking (at least, after having read this article and the rationale
document).

This isn't a waiting period; it's a time for involvement by interested parties. That would seem to include you, if you're alarmed by how long you must "wait".

Don't wait! You're part of this process if you choose to be.
