Yet it should be possible to make language a part of style, e.g. to force words in a specific language to look a certain way. Since styles and text properties are located under Format, it would be logical to put Language there, but as a separate item, not as part of Character, Paraghaph, Page or anything like that. Alternatively, Tools->Language->Set Language could be used to put language settings and language actions together. In the style editor, Language should be a separate tab.
