I have no first hand experience with binary drivers, but modularizations was (and is) mostly demanded by binary/closed source video drivers.
Due to licensing problems no open source drivers are in line of sight. (*)
So I would expect X11R7 to have more up-to-date nVidia/ATI drivers compared to XFree86.
(*) On ironic side, one of the contributors of nVidia driver is M$ (DX9/shaders related parts IIRC). So after all (whether they wanted or not) M$ does support Linux ;-)
P.S. That was one of the reasons of the developer community split: X.Org v. XFree86. Modularization to allow more people to work on and to contribute to the project - not just highly decorated elite Core developers of XFree86.
