Token bucket is just an algorithm that can be used in rate limiting (such as traffic shaping etc.), it has almost nothing to do with resource management. The closest analogue to OpenVZ's User Beancounters is VServer's ulimit/rlimit. Still resource management is a very complex topic and I believe it is better implemented in OpenVZ.
