Neither does the BSD license. It's arguable that the BSD license provides even less "user protections" than the CDDL does (the FSF's license list page calls the BSD license "non-copyleft" and calls the CDDL "not a strong copyleft"). OTOH, the BSD license is GPL-compatible, which the CDDL isn't.
