Citadel + WebCit or any IMAP, Kolab1 (Aethera) or GroupDAV (Kolab, Evolution w/Noodle) client. Installs in minutes.
For small organizations I can't see why Citadel wouldn't work here. I was even going to start selling hosted Citadel installs at one point, but I backed off a bit in order to allow the clients to improve, which they have over the past year.
(Note that Citadel is more focused on Community collaboration but it has the features, and has been around for way longer than recent groupware projects)
Disclaimer: I'm a developer currently implementing NNTP into Citadel.
