Maybe you are not aware of it but it is possible to load almost all RAW images with the UFRAW plugin.
UFRAW can adjust the levels, the WB and the colorspace in full 12/16 bits before loading the image. The rest has to be done in 8bit but this is usually not so critical.

At which point I'd like to save a 16 bit tiff.

AKAIK, I cannot ask UFRAW to save (?)

Sorry to disapoint you but ... yes you can save in 16bit tiff.

UFRAW comes in 2 versions. The gimp plugin cannot save since its purpose it to load raw images in the Gimp. The standalone version, on the other hand, can save as a 8/16 bit PPM or TIFF (compressed or not) or simply as a JPEG.

See the 'Save' button? The Gimp plugin is almost identical except for that button.

You will also notice on the screenshot that UFRAW supports ICC color profiles. I can't affirm that the color profiles are correctly interpreted but I am currently using the icc file provided by MInolta for my 7D and the results seem quite good.
