Any desktop environment is not about choice.. it is about usability for a new user. Most people don't switch desktops frequently. So why design a desktop environment for the few that are switching? That's like making all your keyboards in alphabetical order; sure, it's lousy for typing, and it screws everyone who's already typed a lot, but it's great for the new user.
