Actually, the Common Public License is very different from the GPL. It is quite similar to the Apache License. (Think BSD with a patent termination clause.) Abandoning it in favor of the GPL is kind of like saying that you don't need a laptop, because I already have a bicycle :-)
But it is true that licenses could be consolidated. Just pick the combinations as examples.
