Well, there are additional criteria - and one overriding aspect is to
avoid kernel bloat: whatever you can do in user space should not be
done by the kernel (increasing it's size - that's the windows way).

Thus, you feature must be needed by many people and it must be very
cumbersome to do said feature with user-space tools.
