That is incorrect; KHTML is licensed under the LGPL, so "closing it up"
would be copyright violation. WebCore is licensed under the union of the
LGPL and a BSD-like license, not any version of the
APSL.
As further proof of the openness of WebCore, there are at least two
projects (this one and
this one) which are forks of
WebCore.
