If they're using a pre-release version of 4.0 they should be alright. The main problem with gcc-4.0.0, from what I understand, is http://gcc.gnu.org/bugzilla/show_bug.cgi?id=21173. This was actually introduced very close to the final release, as described at http://gcc.gnu.org/ml/gcc/2005-04/msg01635.html, so it's likely the Mandriva folks managed to avoid that particular issue.
