What's his complaint about having no "menu editor" in gnome about? Opening nautilus with url "applications:" allows me to edit menus in gnome 2.8...

The problem was going between version 2.8 and 2.10 of gnome. Nautilus doesn't work as you describe in 2.10. There is a menu editor in active development by a Ubuntu user:
