It does seem plausible to me that neither go in. Just about everybody either uses a vendor-patched kernel, is willing to apply out-of-tree patches, or doesn't need volume management. So long as one or both of LVM2 and EVMS apply cleanly to the kernel, there's not reason they have to ship with it, and they could be added to a stable series later (since they are like drivers in the ways they affect the stability of the system).
