This is not an official statement by the Debian project.
This is a prospective release plan for etch by the release team and the ftpmasters team.
To be an official statement, it would need to be endorsed by the DPL or voted by the Debian developers. None of that has happened.
It is far too soon to see whether this plan will be carried out, and until sarge is released the point is moot, imho.
