Is it just me, or are there some contradictions in that?
There's no contradiction. The first statement compares 64 bit CPUs and 32 bit CPUs (actually, with context, x86-64 and x86) and the second statement compares 64 bit operating systems and 32 bit operating systems.
It implies that an x86-64 with 32 bit Linux is substantially better than x86 with 32 bit Linux, while x86-64 with 64 bit Linux is not better than x86-64 with 32 bit Linux.
