Most people working on free software have some TODO list. Either as file,
as comment on a web page, or as something inside the head of the
developers. To make a roadmap, you just have to collect the various TODO
lists, extract the points that seem to be of higher importance, and put
them into some slides. I'd prefer LaTeX-beamer slides to PowerPoint. This
"putting into slides" is a marketing task, and therefore should be done by
the distributions. Roadmaps are subjects of sudden changes, not binding
contracts. It's finished when the work is done.
