Kde developers release a plan that is somewhat dynamic in nature, but gives an idea of what is coming. kde-3.4-features.html

Each developer decides what he (or she) expects to get done, and updates the plan accordingly. The release coordinator uses this plan during the feature freeze to keep a lid on new stuff.

Releases come roughly every 6-12 months.
