When there would be a roadmap for Linux, who can enforce it?
Linus and the OSDL can only excert pressure as long as their (short) financial arm reaches. Linus can have wild plans for the kernel, but when he doesn't get enthousiasm in the developer group nothing will happen.
So, what happens in practice: There are dozens of partial roadmaps (wanted features, structural redesign plans). In various discussions, things are decided. Through contributions of dozens of parties, the kernel grows in the general direction that the users want.
Sorry, this is the process. And you can influence the result; try that with Microsoft's roadmap.
