This is a big deal, isn't it? It must mean that there are big
changes coming that Stone didn't agree with, or that something
he thought necessary was turned down. Or maybe he needed more
time for fishing.

It's too early to tell; sometimes these things are personality conflicts, rather than policy disputes.
