Doesn't this issue simply highlight the fact that given the choice between writing new, exiting code and features into a product is much more likely what someone is going to want to do with their time when volunteering on a software project rather than fixing bugs?

Fixing bugs (especially in code we are unfamiliar with) is mind-numbingly boring and tedious. But being paid well for it certainly helps to justify the activity.
