Indeed, most mobile phones are at least 'dual processor' by this terminology, and some are 'quad' or more. I agree the marking use is confusing but we do need a term for this sort of architecture, which is getting increasingly common (one CPU to manage things and several special-purpose CPUs to the radio/camera/codec etc).
