I don't know a lot about phpnuke and slash but it looks like they are both meant for building portal sites. Quixote is a general tool for building dynamic web sites (e.g. more similar to PHP than to phpnuke). I suspect Quixote was chosen because Python was prefered over Perl and PHP. However, in the Python world there are lots of web frameworks available (e.g. Zope, WebWare, Twisted, SkunkWeb). I can't say why Quixote was chosen over them.
