Sun pushes OpenOffice standard (News.com)

News.com reports that Sun Microsystems is backing European Union efforts to standardize office document formats. "In a recent letter to the European Commission, Sun President Jonathan Schwartz said he agrees with a recommendation by the EC's Interchange of Data between Administrations unit to establish the format used by OpenOffice.org, an open-source productivity suite based on Sun's StarOffice, as an international standard."

I suggest that when Microsoft inevitably complains about this, the response should be an offer to standardize on Microsoft formats instead (or in addition), provided that Microsoft fully document those standards in sufficient detail to allow OpenOffice to fix any bugs in their import/export code, and that Microsoft waive all patent claims that would create barriers to open source tools that read and write those formats, and that Microsoft commit to treating deviation between what their tools accept and what the documents say as high-priority bugs.

1) MSFT will never offer an open format. If they put forth a standard they would subvert it by "extending" it in incompatible ways. Different versions of MS Word have problems rendering each others documents and the doc file format is not closed to MSFT.

2) When MSFT complains it will be the very ironic cry "But what about competition?". Their claim is and will be that closing off competition to closed source, and closed format competitors would be unfair and would kill competition.

3) MSFT will not give up patents or other "IP". SenderID is very recent proof of this. MSFT is not the largest provider of MTAs. Sendmail is. Even if they are small they will bark like they are big. MSFT would rather shoot itself in the foot than give an inch to the rest of the world. When they are the big dog do you think that they will give up their advantage?

I am fully aware that Microsoft will not open up. The purpose of the offer to Microsoft to defeat claims of unfairness.

What's to stop MS from agreeing to all three items, and then reneging?

The Microsoft MS Office 2003 XML format was the second contestand in the competition, but was reqected due to many techical problems and due to monopolisation risk. So - no go M$. :)
